You are looking northeast at Minneapolis City Hall during two construction projects. 3rd Avenue South, which is at the bottom of the frame, is being redone from 4th street to 10th Street.
The other project is the reworking of 5th Street for light rail. Among other things, the Xcel Energy electrical main and Qwest phone main, which run under 5th, have to be moved.
