This is in Beijing. I saw all varieties of motorcycle-powered vehicles. Some had entire enclosures, like a car or truck, but appeared built on a motorcycle (or motorcycle engine). This is one made sense to me, a way to carry a passenger without them having to ride behind you on the motorcycle. Helmets are not very common, though.
