This police officer, like many people in Baguio, had a face mask due to a recent outbreak of disease. I believe it was meningococcal meningitis. It is transmissible, not not easily (I believe an infected person must sneeze in your face, and then you breathe it in). I visited Baguio with my Mother at that time, who is a nurse and was not highly concerned. The locals seemed to appreciate our visit during this period of reduced tourism.
