This is the United States General Services Administration Building, at E Street and 19th Street. At the bottom of the photo, E Street is barricaded. This is because of a sudden expansion in street closings, from 4 enclosed blocks to roughly 30. This is in anticipation of World Bank and IMF-related protests.

I saw lots of cops, no protesters, and I couldn't get to the now-barricaded Corcoran at E Street and 17th.
